The Network Control Program (NCP) is the utility program system managers
  and operators use to configure and control DECnet-VAX  networks.  System
  managers can also use  NCP to monitor network resources and test network
  components.

  To invoke NCP, enter the  following  command  in  response  to  the  DCL
  prompt:

  $ RUN SYS$SYSTEM:NCP

  The utility responds with the prompt:

  NCP>

  After you invoke NCP, you can enter HELP on any of the NCP commands.
