DESCRIPTION
     Ipc_$open opens the socket at path_name and supplies a handle for it in
     socket_handle.

     path_name
          The pathname of an existing socket.

     path_length
          The number of bytes in path_name.

     socket_depth
          The number of datagrams the socket must be able to hold.  Specify a
          value from 1 to 4.

     socket_handle
          The handle for the opened socket.

     status
          The completion status.
